The guidelines for the 2010 work programme

The work programme approved by the board of directors of 24 March 2010 confirms that Agam’s activities are focussed on its core specialities, which are regional planning, urban development,

All regional levels are affected by this ambitious programme, which aims to support partner authorities with their projects. It will enable the agency to begin a certain number of projects which will be, over the coming years, at the heart of territorial development and planning strategies such as energy, biodiversity, environmental development.

The work programme is organised around these measures, with the challenge of developing them in a manner which ensures they are carried out in a highly coherent way:

  • The revision of the Marseille Local Planning Document (PLU ), which will associate the skills of the urban authority with the Marseille City Project, and will receive information from a series of studies covering the entire skills field of Agam.
  • The Urban Master Plans ( SCoT ), for the Urban Community Marseille-Provence Métropole and Pays d’Aubagne et de l’Etoile, which will be drawn up in combination with inter-community development strategies and their member towns
  • The metropolitan project, which will, more specifically, look at structural aspects: travel, culture, higher education, economic clusters…... to date only the state, through a specific agreement, has specified its expectations.

These territorial measures will be assisted by most of the Agency’s work, in particular:

- Urban development proposals, in particular in the most challenging sectors,
- Contributions to sectoral policies (habitat, economy, travel, environment, and so on) and intelligence units


The need for coherence requires these measures and publications to be integrated and the improvement of the organisation of the partnership in terms of research and the sharing of information - in particular with:

- The active participation of Agam in meetings called to help draw up future planning documents

- The dissemination to steering committees of the agency’s research

- The development of opportunities to exchange information and coordinate: statutory bodies of Agam, Technical Research Committee, Major Projects meetings and so on
